DeepSeek Raises $15B Ahead of Shanghai IPO | OpenAI Opens Decisions API to All Customers | Kuaishou Launches Kling 4.0 Video Model

1. DeepSeek raises $15 billion ahead of Shanghai IPO

Chinese AI startup DeepSeek has raised $15 billion in its second private funding round, nearly double its target, The Wall Street Journal reported on October 22. The round values DeepSeek at roughly $74 billion, and the company has hired Citic Securities to advise on a planned Shanghai listing in early 2027 that could take it public before OpenAI. Founder Liang Wenfeng told investors the annualized revenue run rate reached $1 billion, with 70–80% gross margins.

2. OpenAI opens Decisions API to all customers

OpenAI has made its Decisions API generally available to all customers. Optimized on GPT-6 Luna, the API returns bounded answers — a probability, a choice, or a score — in 100–180 milliseconds, up to 10x faster than the full model, and charges only for input at $0.10 per million tokens. The move answers TypeSafe’s Jev decision model, which hit a $7.6 billion valuation weeks after launch; early adopters include Datadog, Ramp, Speak, and Box.

3. Kuaishou launches Kling 4.0 video model

Kuaishou’s Kling AI team launched the Kling 4.0 API on October 22, its latest video generation model. It supports native single takes of up to 30 seconds, up to 10 keyframes per generation for shot-level control, an Omni Reference system combining up to 15 inputs across images, video, voice and subjects, and native two-channel stereo audio. Platforms such as SelfyzAI joined the first integration wave, putting Kling 4.0 in front of creators immediately after release.
