1. Mistral Opens Large 4 Open Weights
Mistral AI released the weights of Large 4, nicknamed Le Chonk, a 1-trillion-parameter mixture-of-experts model, on October 29, three weeks after its preview. The model targets agentic coding and cybersecurity, with a 1-million-token context window and API pricing roughly halved to $0.70/$2.10 per million tokens. Its modified MIT license lets anyone self-host and fine-tune, but hosted model services need a separate commercial deal — a qualification that tempers the “open” label.

2. Canada Takes Stake in Cohere’s Record Round
Canada’s government will invest up to C$1.6 billion in stages in Toronto AI firm Cohere, announced October 29 in Montreal, as part of a Series E round targeting up to C$7 billion at a C$35.7 billion valuation, led by Germany’s Schwarz Group. In return, Cohere must keep its headquarters in Canada, invest at least C$1.7 billion in domestic computing infrastructure by 2030, and add 1,000 technical jobs — a new model of state-backed sovereign AI.

3. AWS Growth Hits 39% on AI Demand
Amazon Web Services grew 39.3% in the third quarter to $46 billion, its fastest pace in nearly five years, putting the cloud unit on a $184 billion run rate. Amazon projected AWS growth above 40% in both 2027 and 2028, but the AI buildout is expensive: quarterly capital spending hit $75.9 billion and trailing free cash flow fell to a $42.4 billion outflow, sending shares down after hours despite record operating income.
